Changes to how assessment rubrics are created in ArcEd.

No Changes in the Data Table.

Application Architect

In the insert Criteria Description, we must have option to create a block of data separated by "##".

Below is an example. There are three block, each block has multiple line. 

1. While retrieving the records block 1,2,3 has to consider as separate items.
2. Technically we need to separate items by ##.
3. Whole data has to be stored as string in the description filed.
