"1 : the shape, size, and general makeup (as of something printed) 2 : general plan of organization, arrangement, or choice of material (as for a television show)" - Merriam-Webster Dictionary

The Format of a document in BeED in the context to a document would refer to the methodology that is used to organise the content in. This does NOT just refer to the order that the documentation and how information of the documentation will be laid out or will be presented. If formats are requested, or presented, it would be beneficial that elements of similar documentation types are used (which maybe optional) would be described as opposed to presenting a sample and expecting that all formats related would be understood without comments. 

A Disclaimer could be used in situations that present where it is unclear that all elements have been articulated in the documentation. 

A full sample is only used as an illustration especially when a set templated order is required with the elements articulated are presented and clearly articulated for further such documents of a similar type to follow.
